GAP & GAPAP Governance Mandate
This document formalizes the command structure and core principles of the Guardian Angel Project (GAP) and the Guardian Angel Project Agency Portal (GAPAP).
To establish a clear, non-negotiable framework of authority and operational integrity, ensuring the project remains true to its founding mission: to eliminate the "Administrative Gap" and protect high-risk survivors by enforcing systemic accountability.
Survivor-Led, CEO-Driven Authority
All strategic decisions, data gathering protocols, and external communications are authorized solely by the CEO & Founder, Becky Chadburn. This ensures that every action is informed by authentic, lived experience and protects the integrity of the mission from external dilution or compromise.
Zero-Knowledge & Data Sovereignty
The Guardian Angel Project operates on a strict Zero-Knowledge principle. The CEO and the organization have no access to the encrypted, personal data of our users. Our mission is to empower survivors with control, not to collect their information. The survivor is the sole sovereign of their data.
Mandate for Systemic Correction
The primary purpose of the GAPC is not just to support survivors, but to actively audit and correct the systemic failures within police, legal, and social care systems. All data and tools, including the UOP and LPTA, are designed to enforce accountability and drive policy change.
Formal Declaration of Authority
"As Founder and CEO, I, Becky Chadburn, hereby declare my sole and final authority over the strategic direction, partnerships, and public advocacy of the Guardian Angel Project C.I.C. and its associated entities. This mandate is enacted to protect the survivor-led integrity of our mission and to ensure that our work remains relentlessly focused on systemic correction and the prevention of future harm."
