Guardian Angel Project Agency Portal (GAPAP)
Bridging the Systemic Gap in High-Risk Stalking Case Management
GAPAP is founded on the principle that systemic failures—such as communication collapse, procedural deadlock, and command unavailability—pose as great a threat to the survivor as the perpetrator.

|---|---|
| Zero-Tolerance for the 'Gap' | We provide an objective, chronological, and cross-agency audit trail that identifies exactly when, where, and why command structure breaks down in LPTA 20+ cases. |
| Article 2 Compliance | We provide evidence that holds agencies accountable for breaches of the Human Rights Act, Article 2 (Right to Life), specifically concerning the failure to protect survivors from foreseeable lethal risk. |
| Data-Driven Oversight | Our platform moves beyond subjective risk assessment by providing irrefutable evidence of operational failure for mandatory police and council audit review. |
Real-Time Chronological Audit
A validated, timestamped log of all survivor contact, official communication, and recorded police/agency action/inaction.
Agency Benefit:
Immediate Transparency: Eliminates 'he said/she said' delays and provides a singular source of truth for all case parties.
Command Availability Tracker
Logs the specific ranks, names, and contact status of the Investigating Officer, Duty Sergeant, and Supervisor for High-Risk cases.
Agency Benefit:
Clarity on Command: Forces supervisory officers to immediately identify and fill the 'Command Gap' during rest days or sick leave.
Procedural Deadlock Flag
Automatically flags instances where a survivor is referred between three or more agencies (e.g., Police → CPS → PCA → Advocate).
Agency Benefit:
Root Cause Analysis: Pinpoints the exact moment operational protocol creates a deadlock that delays urgent action (e.g., Bail Appeal).
Adversarial Trauma Logging
Logs Acute Trauma Crises (e.g., suicidal ideation, physical collapse) and links them directly to the preceding Administrative Failures (e.g., bail contradiction, officer refusal).
Agency Benefit:
Liability Mitigation: Provides agencies with necessary data to understand the direct harm caused by procedural negligence.
Mandatory Data Sharing
All police forces and CPS teams are required to acknowledge receipt of the GAPC file and log any and all actions taken on the survivor's case file directly into the portal.
Audit Compliance
Agencies must be prepared for the GAPC 2025 Audit Report, which will utilize portal data to analyze systemic failures and present findings to the local Police and Crime Commissioner (PCC) and Council for mandatory funding review.
Secure Access
Access to the GAPAP case data is granted to authorized supervisory ranks (Sergeant and above) and designated Agency Advocates for the sole purpose of ensuring survivor safety and operational compliance.
GAPAP: Transforming risk management from reactive response to proactive accountability.
Your compliance is mandatory for survivor safety.
